One could look at it in the direction of 'Who better to know when
a student is breaking the rules, than one who knows how to get around
the rules himself?' :)

I suspect that some element of leadership is involved when it comes
to obtaining a Prefecture in Hogwarts.  Ron and Hermione have both 
been involved in the Crazy Events(tm) since theif first year, and
been awarded (in House points and a shiny plaque for the trophy case)
for their initiative.
