OOP: what are the brains all about in the ministry

My personal theory is that the brains are those left behind of great
and powerful wizards/witches, along side those of wise wizards/witches
who were deemed a cut above the rest in their smarts. 

I think the "attack" on Ron was a vehicle for a plot development
further down the line. Remember when Ron's in the infirmary and he
tells his pals that Pomfrey said something along the lines of
"thoughts are hardest to heal from". I believe this means that the
particular brain that accausted our dear Weasley will infuse it's own
smart/abilities with his and make Ron a more powerful force in the war.

But as I was disappointed in OOtP, I'm not really counting on the
above being the case.
