I think she missed an opportunity for some comedy.  Harry insists on 
finding Dudley chocolate, Petunia thinks that on top of everything 
else he's done, he's trying to sabotage Dudley's diet, Vernon freaks 
out about how he won't make weight for his next boxing match...

Well, it would've been funny if JKR had written it.

>From a character standpoint I think it's quite understandable, along 
the same lines as GF's question, "why didn't he just get the Map via 
Accio when he was stuck in the stairs?"  It is so stunning for 
Dementors to have shown up in Little Whinging, and then before he can 
explain himself, much less figure out how they got there, he's been 
expelled from Hogwarts, and it's utterly chaotic with all these owls 
swooping through (or into) windows and down chimneys.
