Since us Muggles eat chocolate all the time and it has no medicinal 
effect (other than obvious short-term craving satisfaction value ;) ) 
I assume that either 1) chocolate only has healing properties when 
eaten by magic folk or 2) the chocolate used to heal in the WW has 
been charmed.

(who is wondering how some of Dudley's gang members got their bikes 
over the park gates without Harry commenting on it. I mean getting a 
bike over a gate isn't easy or quick.)
