On my first reading through Oop, I'll admit I was a little 
disappointed. Even though JKR has told us that OoP had to set up a 
lot of things for the next books, I didn't think it gave a whole lot 
of story on its' own.
After my second reading I've noticed a couple of things that really 
made a lot of difference in several of the characters. Things that I 
think are great lessons for Harry on the consequences of his actions.

The first, and I haven't read a lot about this, is the huge change 
in the Weasley twins. They have gone from being 
relative "lightweights" to strong characters. Admittedly, their 
modus operandi hasn't changed a great deal, but they were much more 
interesting characters and I LOVED their contributions to the 
baiting of Umbridege.

With his gift of his TriWizard tournament winnings, Harry has 
allowed the twins dreaming to become realistic goals thay they 
achieved with a bang in Oop. I think they will be a great 
contribution in the next two books. This is an important lesson for 
Harry that some actions that seem "offhand" to you at the time can 
have great consequences.

Then, the "rescue" of Sirius (which has been debated greatly) was 
certainly NOT offhand but made with (Harry thought) an understanding 
of the risks involved and the noblest of intentions had, for Harry, 
the direst of consequences.

Even though, it seems like Harry has acted with less maturity at 
fifteen than he did at twelve. I think he has the greatest 
oppurtunity to grow into the man he will need to be to face his 
final confrontation.
