I don't think he is anything other than what he appears at first 
(and second) glance. A spoiled brat who is thoroughly in his 
father's confidence and thrilled about his (father's) power and 
position with the "dark side". 

Just because Lucius is a death eater doesn't mean he is bad to his 
children. It's not impossible to have misguided aims for your 
children and still treat them with love and favor. 

If we do see a redemption from Malfoy, and I think it would be  
EXTREMELY out of character it will be because of the horror that all 
wizarding world will be forced to witness now that LV has returned. 
However, considering his pleasure at the muggle-baiting at the 
Quiditch championships and his joy at the reopening of the Chamber 
of secrets it's not really likely.
