So sorry to disagree. One of the major mysteries yet to be explained
is the magical nature and powers of house-elves. Fudge still doesn't
beleive that a house-elve could have been present at the cake
explosion in COS. That is why Harry is blamed. It is no flint. It
is that plenty of things happen that outside the control or even
monitoring of MOM officials (pompous bloviating pinheads that they
may be).
Dobby can evidently apparate within Hogwarts when wizards can not;
did magic that MOM could not detect as his, and had power to threaten
Lucious that Lucius did not want to challenge. It is highly likely
that House elves, like Centaurs, are vastly more magically powerful
than most wizards, and the wizards are delusional about their own
place in the hierachy, as erroneously displayed in the fountain.
