I think that, among other things, the Decree against Underage Magic 
must be a relatively *recent* regulation.  (That could lead to 
imperfect detection and enforcement, among other things.)

Why?  Because, since Petunia's increasing knowledge of the WW is 
being revealed, *she would have known that Harry couldn't do magic 
away from school* because surely Lily would have been forbidden to do 
it, too - and I can't imagine Lily being able to resist, in normal 
circumstances, going an entire holiday without showing off or being 
asked to show off, a nice Summoning Charm for the proud parents.
