ME:
The pure psychology of it all is enough to give me a splitting 
headache.  Just remember a few things... 1.) Cho told Harry in GoF, 
if you had asked me earlier, but I'm going with Cedric... Who was 
actually 2nd choice then?  It seems that Cedric was.  2.)
Unfortunately when you are seeing someone and something happens to 
them, all of a sudden they become this unsung hero.  I had a friend 
who was going to divorce her husband, he was abusive and everything.  
He was diagnosed with cancer and given 6 months to live.  Everyone 
expected her to stay in the marriage, although everything else going 
on before the diagnosis.  My point is that Cho and Cedric supposedly 
started dating at the Yule ball, they were classmates and for as much 
as we know occasionally saw each other for six months.  People would 
still expect her to pine away for him and mourn him for 
an "appropriate" amount of time.  Who's to say what that amount of 
time should be?  She could be dating anyone right now and people 
would talk.  We're not really interested in Cho's life really, only 
in how Cho is actually affecting Harry's life.  3.)Cho is obviously 
very confused right now... she wants to talk about Cedric with 
someone she thinks would like to share in his memory.  People have a 
way of either avoiding you or talk down to you when you loose 
someone.  I think she wants to spend time with someone who can 
commiserate with what she is going through, or so she thinks.  I 
don't know the character is very complex, and again we aren't dealing 
with an adult character, but an adolecent one that might not have the 
maturity to deal with emotions on this level.
