I wonder if that accountant second cousin might not have been a
Squib rather than a Muggle? Ron says, jokingly, that the family
doesn't talk about this mundane relative yet he just has in casual
conversation with a new acquaintance. Sounds to me like he's
repeating a family joke, they aren't really ashamed of the accountant
even if the rest of the Wizarding World thinks they should be. In
fact they may know him rather well given Arthur's interest in the
Muggle world. Judging by the way he latches on to Harry and the
Grangers he's unlikely to have overlooked a second cousin by marriage
living in the Muggle World.

As for Molly and Arthur both being purebloods, that was probably
sheer chance. They just happened to fall in love with another member
of an old Wizarding family, as opposed to deliberately setting out to
find a mate among such.

And what exactly is meant by 'pure blood' anyway? How many
generations does it take to erase the 'taint' of Muggle ancestry?
Harry for example is called a 'half blood' because his mother was
Muggle born but what if he marries a 'pureblood' like Ginny, you
could scarcely call their children 'half-bloods' could you? After
another generation it might well be forgotten that Lily was Muggle
born at all.

I would guess that even consiously elitist families like the
Malfoys have any number of forgotten Muggle ancestors hiding in the
family cupboard.
