Greetings all! I'm pretty new around here, been lurking for about a
week or so and nowhere near getting through all the messages. This is
my first post, and I should get to my point...

I've seen a lot of variations on this question but no attempts at an
answer, so I'll give it a shot. 

If I'm remembering correctly, Harry was going to open the package
right away when Sirius gave it to him, but Sirius warned him not to
open it with so many other people around. He then explained that it
was a means by which Harry could contact him. Harry, I think, heard
this as "call and I'll come running." He knew already that Sirius had
been recognized even in dog form at the train station and didn't want
him to be taking any more risks of being caught, so Harry resolved to
never use the gift and promptly forgot about the unopened gift until
he was packing up at the end of the year. 

And that's what I've got to say about that.
