Well, I think it's probably because he is the main target of the 
Auror's at this time. They would be expected to have ways of 
detecting Sirius beyond his appearance don't you think??

No, if I had Neville's self esteem issues I think Snape might be the 
thing I feared most too. Another possibility is that Neville has, to 
a certain extent, sublimated his reaction to his parents tragedy. 
This might explain his reticence in the first four books, and 
his "coming out" on OoP when he through learning DADA begins to come 
to grips with the threat and presence of evil.

Well, it could be kind of like not having a smoke detector at the 
fire station. You would never think that kind of thing could happen 
here, (which sounds typically Fudge-like) so there was no alarm 
system set up)

I think we see a foreshadowing of this in the Sorting Hat's plea for 
unity. Will the house system be done away with altogether /Will 
SLytherin be absorbed into the others? Will there be a new house? 
Seems like we need at least four for Quidditch Cup play.
