In CoS we see that Filth has a letter from Kwickspell:  A 
correspondence course in beginners' magic.  Presumably there would 
be other classes for adults who need to learn or brush up on their 
magic.  


Good question about the wand...  What is there to stop someone from 
just buying a new wand if theirs is snapped by the MoM.  Ron gets a 
new wand in POA, and Neville's wand gets broken in OOP, so he'll 
need a new one.  Maybe shops like Ollivanders are monitored, and 
he's only allowed to sell wands to Wizzards/witches in "good 
standing", and wizzarding childred old enough to attend school.



     What I find weird is that in interviews, JKR says that Hagrid 
is now allowed to use magic since his name has been cleared, but in 
OOP, Hagrid is telling Harry, Ron and Hermione about his finding the 
giants over the summer. "We had to go slow, 'cause I'm not really 
s'posed ter use magic an' we knew the Ministry'd be lookin' few a 
reason ter run us in."  So cannon seems to somewhat contradict JKR's 
interview.
