ME: I got a bit confused above as to who wrote what.. Perhaps the 
thing is that, as Hagrid got expelled, he never sat any exams 
or 'qualified' as a wizard? There seem to be many extra tests for 
particular skills - perhaps a wizard has to reach a certain level 
before being allowed to practice magic away from 'safe ground'?
On that same line, although in PS/SS Hagrid says he's not meant to do 
magic when he's collecting Harry, he also says it's one of the 
reasons he took the job, because he'd be allowed to do some magic. 
As, in PoA, the letter from the MoM specifies what magic Harry was 
supposed to have done, I wonder what the MoM made of the attempt to 
turn Dudley into a pig...
