This was such a good answer it made me question my question, so I
went back to the book. On page 425 AE OoP Hagrid says, "We had to go
slow, 'cause I'm not really s'posed to use magic an' we knew that
the MInistry'd be lookin' fer a reason ter run us in."
So back to original question, is Hagric actaully cleared or isn't he?
