Snipe would definitely give Umbridge Water not real Veritaserum no
matter what. Unless he is a DE double agent who is known and as such
to Umbridge (who needs to be a DE herself known as such to Snipe) any
other situation would potentially expose him to her as a member of
the Order of the Phoenix if Harry was not smart enough (as he turned
out to be) to avoid drinking the Veritaserum.
Speaking of Veritaserum - Why was its possible use not mentioned in
the Trial Sequence. It would seem to me to be a good way of getting
at the truth instead of the error prone "Taking Unverified Testimony"
which was used. I posted a separate question ("Truth and Justice in
the Wizard World") on this earlier this evening expanding on the
issue.
