You can have it both ways at once. Given what Kreacher has been 
through for the last 15 or so years, being offered a place as an 
elf-head might be seen as a kindness and a "reward" for services 
rendered. I seem to remember mention that becoming a head was an 
honor to an elf in the Black Family.
