Why not? I mean, I'm willing to cut Draco a touch of slack for the 
first couple of years, but he seems to be getting worse -- or trying 
to, since he's such an incompetent.

He is reaching the age where he can choose his own path and he has so 
far chosen the one his father has taken. 

And you know what, Harry has suffered about 100 times more abuse than 
Draco ever did and has somehow turned out OK. Ron grew up poor, 
especially compared to Draco, and isn't a bullying little twerp like 
Draco. 

Draco has chosen to be mean to other kids. Upbringing only earns you 
so much of an excuse.
