DD is a bit more then the average wizard on the street.  He is 
headmaster of Hogwarts and that position is a political one.  We 
don't know how teachers become headmasters.  It's probably appointed 
by the board of governers.  The headmaster is also answerable to the 
governers, as we saw in CS when LM had DD suspended.  Additionally, 
DD has more resources available to him then the wizard on the 
street.
