Lupin: Dumbledore's " 'been voted out of the Chairmanship of the
International Confederation of Wizards... they've demoted him from
chief Warlock on the Wizengamot... and they're talking about taking
away his Order of Merlin, First Class, too.' 'But Dumbledore says he
doesn't care what they do as long as they don't take him off the
Chocolate Frog cards,' said Bill, grinning" (OoP, pg. 95).

Ha ha, Dumbledore being dismissive, funny, and quirky again! Good
comic relief! ... Or is it?

Call me crazy, but I have a hunch there's something to those
Chocolate Frog cards. We've just discovered that the portraits in
Dumbledore's office act as a spies; why not Chocolate Frog pictures?
Think of the spying/communication potential! There must be Chocolate
Frog cards in over half of the wizarding houses in England. And that
kind of quirky, creative networking fits Dumbledore (and JKR) like a
glove, IMO. Chocolate Frogs (and candy in general) has played a part
since the beginning of the series... and, IMO, Dumbledore's little
crack in this book is a clue.
