Nope, not at all. Remember that the attacks on Frank and Alice 
Longbottom, partly perpetuated by nineteen-year-old Barty Crouch 
Jnr, were carried out about three years after Voldemort had his 
little incident at Godric's Hollow. Young Barty describes himself 
(repeatedly, if my memory serves me right)as "Lord Voldemort's most 
faithful servant" - which seems to suggest that he was right in 
there when Voldemort still had a body and therefore some sort of 
attraction to lure in young potential DEs. Bill would have been an 
almost direct contemporary of Barty's, and therefore susceptible to 
the same recruiters with pamphlets and masks hanging around the 
Hogwarts gates. The vast majority of the DEs were very young during 
the first Vold War - that "gang of Slytherins" - no older than 22. 
Lucius Malfoy himself was only about 26. 
Actually, here's a thought that came up in a very heated discussion 
some friends and I had over dinner tonight. What on EARTH is in it 
for Lucius? Not only have he and Pettigrew together done almost all 
the work to bring Voldemort back to eminence, but before there was 
even the merest hint of rebirth possible, he was using a diary to 
channel LV's spirit. WHY? Voldy lures in his followers with the 
old "there is no good and evil, only power and those too weak to 
seek it" routine, and I presume Lucius would have been particularly 
susceptible to this approach. However, Lucius the successful 
business man/ respected member of the community, making megabucks 
and commanding seats in the Top Box just by flashing a couple of 
Knuts at a syncophant, has absolutely nothing to gain by following a 
rather incompetant wizard who keeps getting himself beaten 
humiliatingly by a little boy. In fact, he has everything to lose. 
Next Minister for Magic? That one's a bit buggered now, isn't it? 
Status? Completely lost in a WW somewhat justifiably wary of 
convicted Death Eaters. I'm reminded of that bit in one of the 
Austin Powers film, where Dr Evil's gang try to explain to him that 
there's more money and power to be gained by buying out all the 
major global corporations than by aiming a laser at the moon. 

Kirstini, done now, but considering a petition to the admin team to 
see if people who sign off with "Just my two cents" or "Just my two 
Knuts" can be punished in nasty ways. Tolerance running low tonight. 
Off to torture some small, helpless children.
