If you've read the unofficial guide, you probably know that Dumbledore gives
the uncanny feeling of being everywhere at once. You probably also know
that Dumbledore has many "servants" willing to help at a moment's notice.
Add to that the knowledge that Dumbledore can tell when people are lying,
can see under Invisibility Cloaks, and is the most powerful wizard there is (not to mention lightning-quick) and you have a person who can alert others
to trouble in fractions of a second.
Remember how long it took between Dursley trying to throw out Harry and
Petunia receiving that Howler. Not long, especially for a man who was
probably hundreds of miles away at the time.
