Well, I never thought about that, but maybe it has something to do
with the 
Dementors allegedly having returned to Voldemort's side already at
the 
beginning of OoP (as they had by the end of the book). The Dementors 
showing up near the Dursleys' home maybe shows that they have left 
Azkaban completely unguarded.... and if the Dementors and the DEs are
now 
enjoying the same little pleasures, the DEs might not have been as
strongly 
affected by the Dementors anymore... and maybe they were so strongly 
rooted in their beliefs and their loyalty with Voldemort that they
somehow felt 
as innocent as Sirius said he did, which helped him remain sane. I'm
not sure, 
really. ;)
