Anyway, in the midst of his disclosure, Dumbledore "helped him out of
a tight spot" by saving him from a situation that was obviously beyond his
control.

What I don't understand is why anyone believes Mundungus to be the
spy in the first place. Is it because he listened on the DA's first
meeting? Well, so were a few other people. Just because he was in
the Hog's Head once in disguise eavesdropping, doesn't mean that was
the case sixteen years prior.
Dumbledore himself says the eavesdropper thrown out of the building
was working for Voldemort. Mundungus works for the Order now, so I
doubt he was ever in cahoots with Voldemort. Yes we could say the
same things about him that we've learned about Snape- that
Dumbledore decided to give him a chance and now trusts him, but
really we can't. We've never been given any information about
Mundungus's past, especially anything pertaining to what I mentioned
above.
I don't believe Mundungus was the spy, not even close. He is a
sketchy businessman, and that's it. His loyalties lie within the
Order. I think he'll remain a character throughout the book, but not
one we happen to find out some shocking secret about.
