I think it was set up to parallel the two events, and give you mental
associations between the Marauders & the DE's, to show how the two
sides aren't as black & white as you might think. As far as character
development goes, James seems to be developing in the opposite fashion
of Snape, almost making him the anti-Snape...
As far as this being Snapes worst memory goes, I suspect this is not
the worst thing that has ever happened to him, but the worst memory in
retrospect. I could see him participating in a similar scene to the
QWC (I'm sure it isn't the first time they've used that particular
trick, and it is the same people as first time, after all), being
struck by the parallel to his treatment, and suddenly realizing he
was acting just like the people he despised (Sirius & James!). This
may have been a factor in his eventual defection. (I have to admit,
I'd really enjoy it if it wasn't his life-debt for James but his hate
for James that made him defect...)
Not that I don't believe we missed a whole "I've seen Florence; I've
seen France; I've seen Snivellus's underpants"-type song & dance
routine that made the rounds of Hogwarts for months to come, and loads
of witty comments, putdowns, insults, and laundry tips directed at
Snape for the rest of the term. :)
