I think she used it deliberately, because she also has Harry point out that 
the coins the DA use for setting the date of their next meeting is kind of 
like Death Eaters' scars, and Hermione admits that that's where she got the 
idea from. I think she's trying to blur the lines to some degree between 
the "good" guys and the "bad" guys, and to show that both sides can 
sometimes use similar means to achieve certain ends. So yes, bullies can 
grow up to be good people who in their youth, used a tactic similar to a 
hate group to humilate people, and a group meant for fighting the Dark Arts 
can use a similar means of summons that a group that practices the Dark 
Arts uses.
