Sirius and a Magic Painting... quasi-ghosts?

My take on magic paintings in HP (Fat lady, Sir Cadogan, the
Headmasters, Sirius' Mum) is that they are a form of quasi-ghosts.
They are free to interact with living wizards and some seem to have
an onus (guard the tower, search the headmaster, etc.)
So... could Harry commision a magical painting of Sirius (or his
parents for that matter) who would then advise or counsel him?
It would seem possible.
The spoiler would be that the painting would have tobe commissioned
before death and that magic painting may be either out of
accessibility for the average wizard (by cost or MoM regulation) or
out of common use at present time. The nearest to contemporary
paintings we've seen was Sirius' Mom (very rich) or Dippett (highly
influential).
Incidentally, if Muggles can't see dementors, can they see moving
wizard pictures? Does part of the enchantment freeze the pictures for
muggles?
