Snape Dueled with Lockheart in CoS when the Deuling Club was
introduced, although that isn't a fair judgement. But Lockheart was
probably very good at Deuling and Charms since he isn't likely to have
collected all the information for his books without any struggle at
all even if he is a complete git. 

I tend to think Dumbledore has his reasons for not appointing Snape to
the DADA Position, and not because he isn't capable. I think in part
it may be not to call undue attention to Snape from outside. The
Students speculate that he is constantly after that position, but do
we hear Snape ever say or confirm it? (I don't recall so.) My point
here is that if he is indeed interested in it, and the students know/
or think it, the general public may not, and that may be a strength in
whatever his role in the Order and on the Voldermort front is. People
may be less likely to suspect the Potions Master of some Dark Arts
related thing. (Do you think about your math teacher being good in
english?) Also, he may be a better asset to the students in Potions as
well. Perhaps it is just as difficult if not more so to find a good
Potions master (we don't know, we haven't seen the position turn over
since they seem to have a good one, regardless of how he treats
people, you can't say he doesn't know his stuff) and in the long run
(in Wizard life situations) that may be more important than DADA, and
so he is utilized there. Lupin amongst others have commented on how
good he is, especially when it comes to making the potion that keeps
Lupin from becoming a Werewolf each month saing something to the
effect of "there aren't many wizards who are up to it." This may be
one of those things we may never know, or it may come to light as we
learn more about Snape since JK seems to allude that there is more
with him coming...
