I had a sudden irreverent thought here.

Maybe Dumbledore won't appoint Snape as DADA teacher because he's _really no
good at all_ at it! Apart from the scene in the Shrieking Shack (which
didn't exactly cover him with glory) we've never seen him in a combat
situation. His role with the Order is clearly undercover work. Possibly he'd
make a total pig's ear of the job and Dumbledore doesn't want to make a fool
out of him.

I'll leave you to wonder how OoP would have gone if Snape had been teaching
DADA and Umbridge had been brought in to teach Potions!
