Doesn't it also seem strange that the Ministry of Magic never pegged Harry
when he unintentionally did magic the years Harry was growing up? And what
about the fact that other students do magic outside of school and never get
pegged for it (especially Hermione). I've already posted on my questions
about underage magic. I wish Rowling would explain this a little better.
