Now Me again -

I think the point is that it's 'The International Confederation of 
Warlocks' Statute of SECRECY' (caps mine).

I take it to mean that Harry gets 'picked on' as it were because all 
of his offences happened in a muggle neibourhood.

I believe it would be different if he was at, say The Burrow.  It's a 
totally wizarding household, or if he was at The Leaky Cauldron in 
Diagon Alley - a totally Wizarding Community.

Does this make any sense?  I am no longer sure as it's way past 
my 'bedtime', but as nearly no-one had replied to my Questions post, 
I wanted to wait up to see if anyone was interested in anything I had 
to say.  Okay not feeling so sorry for myself now...
