I have a different idea about that.
I always thought that the first Voldemort War (VW) could be seen parallel to the first time Hitler tried to obtain power (ending with the Hitler putsch in 1923). That first time, he tried to overthrow the government with radical methods and working against the establishment.
The second time around (late 1920s/early 1930s), Hitler tried to gain power by going through the 'legal' way of becoming Reichscounsellor and eliminating all opposition with the help of 'laws' or decrees.
The government thought that they were able to control Hitler because only three members of his party where part of the government but they gravely underestimated him.
Perhaps Voldemort is going to change tactics as well and we won't see the same destruction we heard about from the first war but a more underhanded action (à la bluesqueaks terrorist war theory).
