Although Dumbledore trusts Snape, it may be that he doesn't want him
involved in the Dark Arts Job. Snape is like a reformed alcoholic -
Dumbledore trusts him, but doesn't want him working behind the bar.
Though (as I argue with my own assumption), Snape does act as stand
in teacher for Lupin...
Could also be that his ExDE status is more widely known and the wider
community wouldn't see him as a good candidate.
It might also be that Dumbledore needs a good potions teacher (not
that I think Snape is a good teacher, just good at potions), and they
are harder to find than DADA teachers.
Well, I guess I am at a loss too :-)
