  Me:

      I don't have a good idea why DD is keeping Snape out of the DADA position either.  Open to suggestions and waiting to find out, which hopefully we will in the next couple books.  But I do have something that, I believe, shows DD new Lockhart was a fraud at the very least.which begs the question "Why did DD hire Lockhart???"

  CoS (US Edition) Chapter 18 (Dobby's Reward) p. 331

      ".Dumbledore added. "Why so modest, Gilderoy?"
      ."Professor Dumbledore," Ron said quickly, "there was an accident down in the Chamber
      of secrets.  Professor Lockhart.He tried to do a memory charm and the wand backfired."
      ."Dear me," said Dumbledore, shaking his head, his long silver mustache quivering.  
      "Impaled upon your own sword, Gilderoy!"

  This suggests to me that DD knew Lockhart was using memory charms to take credit for all those things he wrote about in his book, not to mention the disdainful way the other teachers treat him, almost mocking him.

    Ending in:
      "Right," said Professor McGonagall, whose nostrils were flared, "that got him out from 
      under our feet."
