I fail to see why you think Harry might not get an O. Just because 
Snipe picks on him does not mean that Harry is not learning his 
Potions or can not do them right IF there is no interference in his 
work (something that ONLY occurred during the OWLs). Snipe seems to 
be good at transferring his knowledge to the students (ie: He is a 
good teacher) although his treatment of the students leaves lots to 
be desired.

Why not one OWL grade for the practical and one for the theoretical 
(ie: You can know the info but not able to apply it)? Being a Klutz 
(or using someone-else's Wand [*]) can make it hard to apply your 
knowledge. The tests should distinguish between knowledge and manual 
dexterity.

I think that the ones Perry got were E and O Levels not just passing 
the test (A). The way I seem to remember them being talked about, it 
was implied that you did "good" not just passed (thus the E and O 
requirements to "Get an OWL").

[*] as has been the case with Longbottom (his Grandmother must be 
hung up with her Son's Condition to make Neval use his father's Wand 
and not buy him one of his own since Book 1 during the "Harry gets 
his Wand" sequence makes it explicate that you must have a wand that 
selected you to get maximum effect.
