Two answer types possible...

1. JKR threw this in as she knows about us .. here is something we 
can grab hold of for a couple of years and gallop off in all 
directions happily missing real issues.

The 66807 onwards threads take up Harry's distant cousin ideas...
not going into those but looking at dramatic functions.

One classic British School Story thread is the older pupil suddenly 
being made a mentor for a new pupil. It comes into *the* classic 
Schooldays book (Tom Brown's Schooldays) for example.

If Mark Evans does turn out to be a new puplil from Muggle 
background, and Harry is asked to look out for him, a number of plot 
opportunities come in. For example Harry has a chance to explain 
about the houses, and what does HE say about Slytherin? Then maybe 
Mark gets put into Slytherin and Harry has to deal with Marks 
distress triggered by the bad press the house got from Harry. Cues 
for some more positive contacts with some Slytheryns? An older 
Slytheryn comes to harry and says what are you doing saying we are 
all junior death eaters, look what you are doing to the Evans Kid... 
The possibilities  are endless.. here we go on the paths of option 
number 1.

In Canon we know nothing except that Evans is getting a lot of 
flagging as a name. It is stereotypically a Welsh name, for what its 
worth.
