My idea too. The twins are experimenting on stuff while on holidays 
at the Burrow. I can hardly imagine that they would do so without 
using any kind of magic. Otherwise, how could they create their 
special and highly magical treats ? 

One thing that bothers me, though, is how did the MoM know that 
Dudley was there when Harry performed the Patronus charm ?? They have 
a wizard-detecting radar of some sort (which doesn't register 
Squibs), but would they have a Muggle-detector too ? Seems a bit too 
much for me !
