Snape did do more than the counter-curse. He got in Quirrel's face a
few times and confronted him about "loyalty."
There is enough shading to allow for Snape to have have another
motive for these actions, and "loyalty" could mean different things,
depending on who the loyalty is to.
But, if Snape has turned spy, he has some serious 'splaining to do to
V-Mort. D-Dore announced in full court that Snape had turned spy and
was "no more a Death Eater than I am" and Quirrellmort (Q-Mort?) had
dealings with Snape all year and seemed perfectly understand what
Snape was doing.
But then again, Snape maybe could talk his way out of it.
I still think that Snape might be hovering very near the DE meetings,
using his Occlumens to stay hidden, or using someone he knows on the
inside (another possible turncoat? Mr. Lestrange?) who is giving him
details. Both would fulfill the "it's my job to report what the Dark
Lord is saying to his DEs" description and both would be very
dangerous.
It just seems hard to imagine Snape, after all the chances for his
cover to crack, has been able to go back in and say, "Uncle Voldie!
I'm home. So, what's the plan?"
