At this point of the story, all delivery-birds are being monitored by 
Ministry - NOT a safe choice of communicatin at all.
I supposed the "more reliable methods of communication" are probably 
only limited among the Order members themselves (2 ways 
communications), and Harry is not a member, not part of the Order's 
communication network.
