Tonks' father the newscaster in SS/PS? and titles

Very sorry if this has been discussed before and I lost it in the 
avalanche.  Tonks' mother married Ted Tonks, a Muggle-born.  Since 
Tonks is older than Harry, they would have been married by the time 
V. came after the Potters.  

In PS/SS, the Muggle newscaster talking about the storm of 
owls "allows himself a grin", and says only, "Most interesting."  
Kinda like he knows something.  Then the other newscaster refers to 
him as "Ted".  

Are they one and the same?  If so, since he's been mentioned by name 
twice, will he play an important role later?  (I keep waiting for 
Miranda Goshawk to pop up and do something extraordinary, since she's 
mentioned in every year so far.)

Along those lines, my brother claims Book 6 will be called "Harry 
Potter and the Owl Droppings", because he's gotten a few hundred 
pages along and owl droppings have been mentioned at least three 
times.  He says he can't remember them playing such a large role in 
the previous books, so they must be important in the overall plot.

Re book titles, someone mentioned before OOP was released that 
previous titles of the books had always mentioned something that in 
some way posed a threat to Harry.  They thought that this title must 
be breaking that pattern--or else the Order was a Dark group 
organized against Harry's crowd.  

I don't think the title broke the pattern at all.  The biggest threat 
to Harry in this book IMO was the Order, and its insistence on 
secretiveness.
