I agree with your interpretation.  Harry cannot be harmed while he 
is at the Dursley's home. "While you can still call home the place 
where your mother's blood dwells, there you cannot be touched or 
harmed by Voldermort."   We know LV can "harm" Harry outside their 
house.  He did the Cruciatus curse on Harry at the end of GOF.
