Hmmm... I had a somewhat different interpretation.   I thought 
Voldemort could not harm Harry if he was within the confines (or 
perhaps on the property of) the Dursley home, with the stipulation 
that Harry must return yearly for that charm to remain in effect.  

But away from the Dursleys', he's fair game.
