Me:

Hagrid is already know to be CAPABLE of doing magic;  he's just 
forbidden to do so.  Unless I misinterpret something, this particular 
prediction concerns someone who had been thought unable to be magical 
(i.e., a Muggle or possibly a Squib) who begins to demonstrate 
magical prowess, unexpectedly, later in life.
