<Atropos G.>  Hagrid is limited in his magical ability-otherwise why 
doesn't he do more at times when he could (ie: when H/H/R are in 
trouble, etc.); when he is traveling with Grawp back from giantland; 
when he needs to locate something/someone in Forbidden Forest, etc.  
Keep in mind he never completed Hogwarts, did not get OWLS or NEWTS, 
etc.  he could probably benefit greatly from a refresher course then 
continuing education.  But he is not my top choice.
