Time Turner Question

Alot of people (sorry can't remember all the names, been out in the
heat all day) have mentioned that Harry couldn't use a Time Turner to
go back and save Sirius when he fell through the Veil. However if time
is finite (as several have stated, if I understand right), what does
that do to I think it was hermione, who said wizards had gone back in
time and messed up, killing their selves? If time is time, they were
alive when they went back, but if they kill their past selves how can
they be alive to come back? I really hope this makes some sense.
I really shouldn't post when I've been out in the heat.

P.S. Am I the only one bothered by the fact that OoP takes up a few
months after the end of GoF and that Sirius' character changed so
rapidly? Something is bizarre here and I don't believe he's dead...not
for one minute!
