The passage where Dudley is attacked by Dementors might also imply 
that that he could see the Dementors. Only wizards can see 
Dementors. Well .. wizards and squibs that is
 
My turn: 
I agree with your theory, however, I have some questions.  Do we knwo for sure that Dudley saw the Dementors and not just felt their presence.  WE know this is possible for Lupin states so in POA.  Just a thought about that.  Also, do we think it's possibly to supress magical abilities?  And if Dudley is a wizard I am inclined to believe that only Petunia is aware of it.  
 
The only thing that bothers me about this theory, even though I really like it because I try to see the good in Dudley *even though it is very hard.*  But wouldn't this be a dangerous task to take on supressing a wizard's magic.  I can't imagine it working forever and wouldn't that be a bit dangerous having an untrained wizard roaming around preforming accidental magic every which way?
