Dudley Dursley is a Wizard

Perhaps i missed something.  But from what i recall, Dudley did not 
SEE the dementors.  However, as stated in previous books.. He surely 
could FEEL them.

Dudley was able to explain how they made him feel, but clearly not 
what they looked like.  This fact alone leads me to believe that 
Dudley is not the person who manages to do magic late in life and he 
is surely not a wizard.  Petunia on the other hand, is another 
discussion.
