I don't really have too much to say. I want to start by mentioning
that I very much enjoy your questions but won't attempt an answer to
most of them because, as is usual for me, I have no idea. Okay then,

Me:
Oh, the number of fanfics there are about this very thing...It makes
my head hurt just thinking of them all.

Me:
Would he think it was cool that his brother hung out with Viktor Krum
or would he be worried that there is another connection (The Order)
between Krum and Hermione? He'd probably freak on both counts.

Me:
You would have to define friend. I call them lackeys.

Me:
Up through OOP, Hermione was safe because Voldemort wasn't at full
strength through most of the books. In OOP, his goal was to get the
weapon, the prophecy, to kill Harry. He and his followers were
concerned with keeping their return a secret from the Ministry, and
killing off Hermione or her family would not have qualified as low
profile. Now though, since Voldemort failed to kill Harry again,
maybe the DE's will start to go after those Harry cares about. Then
again, now that they're outed, what's to stop them from going after
all the muggle borns? So maybe the Grangers and the other muggle
families of Hogwarts students will at least be alerted to the dangers
and hopefully get some sort of protection.

Me:
Anything to make Draco useful again! No, seriously, as many others
have mentioned he has no real point anymore. So I like your theory
in that respect. How would Draco kill Percy? Where? Would Percy be
at Hogwarts? Would it be some sort of public display on Diagon
Alley, or at the Ministry. Will this occur after Lucius takes over
the Ministry? Will Percy work for Malfoy? Aah! Your questions just
make me ask more questions :-)

That would be something!
See, not too much there.
Have an acion-packed, fun-filled day,
