I agree with the junior college/advanced placement analogy, but I 
wonder if just some old-fashioned apprenticeship is involved as well.

A master Potions expert, or Transfigurationist, or Charms Master, 
etc... would have the right to pick his or her apprentices and 
wouldn't want to waste time with those who didn't have it.

Snape, knowing him, would be more apt to vocalize the "don't waste my 
time" philosophy, whereas someone like Flitwick or Sprout would 
say, "Well dear, I don't know if you really would ENJOY a career 
in..."
