Bring him up on charges (as Sirius should have been in

Remember, Rebecca -- that wasn't Mad-Eye who did that. It was
someone else impersonating him. Polyjuice Potion allows you to look
like someone else, while still acting like yourself.
And as far as transfiguring Malfoy goes -- there seems to be a bit of
moral relativism in PotterLand about such things. Several times
Harry and his cohorts have cast rather gruesome curses on Draco & Co.
(especially on their rides home), and we seem to be expected to
accept that as jolly joking. Every time that happens, I wonder
whether or not they're violating protocol -- but apparently not. One
might argue that teachers should be held to higher standards, and I'd
agree. Nonetheless, the line between acceptable (or pranksterish)
transfiguring [or, for that matter, any other use of
spells/charms/curses as a weapon against one's erstwhile colleagues],
and that which is a violation of codes or moral standards, seems
somewhat muddled to me.
